rforman4075 on "How to fix my nav bar?"

Hi guys,
I have created this website

There is a nav bar at the top, and at the bottom. Which both work fine on a desktop monitor, but the bottom one doesn't show up on a lot of mobile devices?
Does anyone know why? really stuck on this one and would apreciate some help!
