soonertuff on "Don't know why menu bar on phone is a drop down box"

I'm using responsive theme in WP 3.5.2 and website is fine until I look at it on the phone. It shows up as a drop down box with site title in the main part of navigation bar. It used to work and don't know what I did. I deactivated all plugins cleared cache and it still wasn't working. I'm wondering if it's something wrong with the header.php? Here's the code if anyone can help it would be appreciated.
