Try deactivating all plugins except JetPack as that may be where your mobile theme emanates from? Or vs. versa if from theme. Jetpack includes a mobile theme module that may be active and cause issue with a responsive theme. Also make sure your host is not spitting out a mobile 'site' to mobile device users.
